Overview

重庆自贸试验区沙坪坝板块7.84平方公里被纳入西永片区22.81平方公里，主要依托团结村铁路口岸、保税物流园区（B型）等载体，是中欧班列（重庆）、西部陆海新通道起始站，两大国家战略通道发源地。

Included in Xiyong FTZ (22.81km2), Shapingba (7.84km2) harbors Tuanjiecun Railway Port and Bonded Logistics Park (Type B). It is where China-Euro (CQ) Railway Express & ILSTC start and also the birthplace of Silk Road Economic Belt with the 21st Century Maritime Silk Road.

坚持扩大开放与深化改革结合、功能培育与制度创新结合，重点发展保税物流、中转分拨、国际贸易、供应链金融等生产性服务业。以中欧班列和“陆海新通道”两大经济动脉，构成“一带一路”规划闭环，成为中国内陆首屈一指的“一枢纽三中心”。

Shapingba relies on the integration of opening-up & deepening reform, and upgrading functions through institutional innovation: Bonded Logistics, Transshipment & Distribution, International Trade, and Supply Chain Finance. Here, China-Euro Railway Express (CQ-Central-Asia-Europe) is connected with ILSTC (CQ-Guangxi-Southwest Asia-Other Ports), a seamless linkage of the B&R in practice. This makes Shapingba the first district that has "one hub and three centers" in inland China.

Highlights

入驻企业近4700家，累计注册资本金 803 亿元，形成国际物流、国际贸易、区域分拨、城市配送、供应链金融等多业态格局和进口整车、跨境电商、医药产业、进口冷链等特色产业。累计形成创新案列13个，其中“铁路提单信用证融资结算”在全国复制推广，多式联运“一单制”入选重庆自贸试验区十佳制度创新案例。建立全国首个境内“美元快付”平台，建成全国首个铁路邮件处理中心。

Shapingba has gathered more than 450 logistics enterprises, which initially formed a cluster and a diversified logistics industry system. Relying on diversified port functions, the port will develop "vehicle import, cross-border e-commerce, pharmaceutical industry, cold chain food import" and other characteristic industries, and initially build a port economic system. Shapingba also established the first domestic "quick dollar pay" in China. The innovative case of "Financing Settlement for Letter of Credit in Railway Bill of Lading" was included into the third batch of best practice cases of the Ministry of Commerce and was replicated and promoted nationwide.
